First, dissolve yeast in warm water.
Add salt, margarine, sugar, eggs, and warm milk.
Add flour gradually until the dough is stiff and smooth.
Cover with a towel, and set in a warm place, allowing the dough to double in size.
Beat down the dough and allow it to rise again.
Push down and beat with a spoon until the dough is shiny.
Grease two large muffin pans.
Cut dough in half, placing one half on each muffin pan. The pan should be half full.
Let dough rise to the top of muffin pans.
Brush tops with butter or margarine.
In a small bowl, combine cinnamon, nutmeg, and confectionery sugar.
Sprinkle the mixture on top of the rolls.
Bake the cinnamon rolls in a preheated oven at 450° F for 15 minutes.
